Questions often arise among motorists regarding vehicle checks, document verification, and traffic challans on roads. Addressing these concerns, Jammu Traffic Police Deputy Superintendent of Police (DYSP) Ashwini Kumar clarified that the process of checking vehicle documents and issuing challans is carried out strictly according to established rules and legal procedures.
He explained that when a special checkpoint (naka) is set up by the District Police, a constable stationed there may stop a vehicle. However, the constable is not authorized to independently examine a driver’s documents. His role is limited to directing the driver to the designated officer responsible for document verification. The authority to inspect documents and issue challans rests with an authorized officer.
The DYSP further stated that at District Police checkpoints, document verification and challan-related actions can only be carried out in the presence of a minimum-ranked Assistant Sub-Inspector (ASI) or a senior officer. While a constable may guide motorists and assist in the process, he is not empowered to independently check documents or issue challans.
Ashwini Kumar also clarified that vehicle inspections and challan proceedings are not restricted solely to the Traffic Police. Under special circumstances and at officially authorized checkpoints, the District Police can also conduct such checks. However, any challan must be issued by a duly authorized officer in accordance with the law.
The clarification comes amid public queries regarding the powers of constables and traffic enforcement personnel during routine vehicle inspections and road checkpoints.
